THE HISTORY OF STATE ISLAMIC INSTITUTE OF PALU

State Islamic Institute (IAIN) Palu is a State Islamic College in Palu Central Sulawesi province, Indonesia. STAIN Datokarama Palu was established based on Presidential Regulation No. 51 On August 6, 2013 to coincide with the 28th of Ramadan 1434 H.


THE EARLY HISTORY

On the initiative of several prominent Muslim intellectuals, both from universities, government institutions, scholars and zu'ama in Palu, May 1966 a committee was formed named Preparation Committee of IAIN "Datokarama" Palu. The structure and personnel of the committee are as follows: Chairman: Abidin Ma'ruf, SH. Vice Chairman: KH. Zainal Abidin Betalembah- Secretary: Abu Naim Syaar. , BA - Deputy Secretary: Isma'un Dg..Marotja, BA - Treasurer: Drs.HM.Ridwan - Deputy Treasurer: H.Dg. Mangera Gagarannusu. Members: Pati Bidin Drs. Andi Mattalata, S Drs. H.F. Tangkilisan Drs. Buchari KH. Abd.Muthalib Thahir Syahrul Zainuddin Abd. Rauf Muchtar Tadj Rusdy Toana Zuber S. Garupa Arsyad Parampi. Thanks to the cooperation with IKIP Ujung Pandang Branch Palu and UNTAD Branch of UNHAS in Palu as well as moral support and material facilities given by local government. The committee succeeded in opening two faculties at once, namely Tarbiyah faculty led by KH.Zainal Abidin Betalembah as Dean and Drs. Buchari as his deputy, and Ushuluddin Faculty led by KH.M Qasim Maragau and Drs. H.F. Tangkisan as his representative.

The standing and operation of the two faculties was an early pillar of preparation and struggle for the establishment of IAIN "Datokarama" Palu. The response of the community was very positive, proven at the beginning of the admission of new students, approximately 125 people who became students on both faculties in the academy year 1966/1967. Lobby and entrepreneurs were relentless to the center to reach obsession. But it always bumps into the rules, legislation, and various academic requirements that have not been met. So that the Central Religious Department has not been able to "bless" the establishment of IAIN "Datokarama" Palu. And according to the direction and direction of the Minister of Religious Affairs at that time, the two faculties were made as the Filial of IAIN "Alauddin" Ujung Pandang.

UPS AND DOWNS OF ITS DEVELOPMENTS

After operating for two years, on 8 May 1969 (21 Safar 1389 H). The second status of the faculty (Tarbiyah and Ushuluddin) was increased from Filial to branch of IAIN "Alauddin" Ujungpandang, which was inaugurated by the Secretary General of the Ministry of Religious Affairs. Major General TNI (Ret) Ahmad Hafiluddin Djojoadikusumo, on behalf of the Minister of Religious Affairs of Indonesia (then, KH.M.Dahlan). The Dean of Faculty of Tarbiyah was entrusted to KH. Abd. Muthallib Thahir, and Dean of Ushuluddin Faculty was entrusted to KH. Saggaf Aljufri. In 1979, KH. Abd Muthalib Thahir passed away to Rahmatullah. Then Drs. Husein Alyafie as Executive Officer of the Dean (Pts) until 1983. But due to double position as Member of DPRD Tk. I Central Sulawesi. Drs. Husein Alyafie resigned as Pts. Dean. He was replaced by Drs. Bochari who later became the definitive Dean of the Faculty of Tarbiyah. Since switching the status from filial to Branch, the two faculties are growing rapidly and gaining public trust. Thus, in 1984, the second status of the faculty increased again to the Faculty Madya based on Government Regulation No. 33 of 1985. With this new status means giving authority to organize higher education up to the level of stratum 1 (S1). Previously only had limited authority on Bacheloriat (Bachelor degree) degree. In 1988, KH. S. Saggaf Aljufri, MA resigned from his post as Dean of the Faculty of Ushuluddin for the reason of being busy as Chairman of PB Alkhairat. Leadership was continued by Drs. Moh.Arsyad Ba'asyien who at that time served as Vice Dean. In further developments, based on Presidential Decree (KEPRES) no. 9 of 1987 on Organizational Structure of IAIN. Faculty of Ushuluddin IAIN "Alauddin" in Palu is no longer listed as a Branch Faculty, and must accept reality as the Faculty of Filial. Then in 1993, based on KEPMENAG No. 389 of 1993 on the Organization and Administration of IAIN "Alauddin" and KEPMENAG No. 403 of 1993 on the Statute of IAIN "Alauddin", the status of Faculty of Ushuluddin in Palu was again recognized as the Faculty of Branch.

There was a record that should not be thrown away, that although it had experienced the status degradation for several years, but like a fire that never goes off, Faculty of Ushuluddin. Aware of the potential and assets of IAIN "Alauddin" in Palu, especially the number of students enrolled in the academic year 1994-1995 reached 1,278 people, further strengthening the desire and reason to have a stand-alone IAIN. The reasons and desires were responded and fully backed up by local government (Governor and DPRD I) by giving written recommendation and 60 ha of land in Sibedi village Marawola sub district (9 km from Palu city) for new campus development and some fund necessary in the realization of the desire.

Support was also fully given by MUI Tk.I Central Sulawesi by recommending that IAIN "Alauddin" in Palu 25 years ahead to be an appendix to the proposal of the Minister of Religious Affairs through the Rector IAIN "Alauddin" as a consideration. However, again, obstacles were crossing half way of the struggle. With the publication of KEPRES no. 11 of 1997 on the Establishment of State Islamic High School (STAIN), the struggle to realize IAIN stands for a while "aground" in the middle of the road. Even so, a glimmer of hope came to the surface. Because, STAIN is a formal transitional institute to stand-alone IAIN, if then has had the necessary requirements for it. For sure, the struggle must continue until the ideals are fulfilled.

SWITCHING STATUS TO STAIN

With the enactment of Presidential Decree no. Law No. 11 of 1997 on Establishment of State Islamic High School (STAIN), then all branch faculty of 14 IAIN parent in Indonesia with a number of faculties scattered in various regions automatically switch status to the State Islamic High School (STAIN), including the Tarbiyah Faculty and Ushuluddin Faculty of IAIN "Alauddin" in Palu. As a follow up of the above mentioned KEPRES, the Minister of Religious Affairs issued Decree No. 303 year 1997 about Organization of Working STAIN Palu and KEPMENAG RI No. 336 year 1997 about STATUTA STAIN Palu. And for the arrangement of status transferred from the Faculty of Regencies to STAIN, the Director General of Islamic Bimbaga issued Decree No: E 136 1997 on Guidelines for the Transfer of Status Settings.

The logical consequence of the transition of status is based on the set of rules as mentioned above, then the Faculty of Tarbiyah changed into the Department of Tarbiyah with three Study Programs. Namely: Islamic Religious Education, Arabic Language Education and Islamic Education. Ushuluddin Faculty turned into Ushuluddin Department with three study programs, namely: Aqidah Philosophy, Tafsir Hadith and Comparative Religion. Appropriate Authority given for STAIN to be able to open a new department in the framework of development of the College of Shari'a science from the Datokarama Education Foundation which directly supervised by IAIN: Alauddin "in Palu since 1995, then integrated with STAIN Palu and became the Department of Shari'ah with two study programs, namely: Mu'amalah and Comparison of Schools / Laws.

The name of the "Datokarama" Foundation is then immortalized into the name of STAIN Palu based on the STAIN Palu Senate Decision (dated November 24, 1997) with the consideration that the name "Datokarama" has historical value as the first carrier of Islam in the Palu valley and became the name IAIN fought since its inception in Palu City. Datokarama is the real name of Abdullah Raqi, a figure who came from Pagaruyung, the sultanate of Padang Pariaman. During his existence in the valley of Palu (1603-1650 Miladiyah) he managed to Islamize the kings in the valley of Palu. Datokarama is a title given by Palu valley community figures to Abdullah Raqi, thanks to his service and wisdom. Ordinary people also call it the "To Nabaraka" (people who have / bring karamah / glory, because he has spread the religion of Islam in the valley of Palu. Institutionally, the transition of status is quite detrimental in terms of the leadership of the institute's echelon, but on the other hand it gives a brighter prospect. With the transition of status, STAIN "Datokarama" Palu has full autonomy both in the management of manpower, finance, facilities and in the development of academic quality.

In addition, it is possible to organize a variety of courses that can accommodate diverse public interests in Islamic studies. In fact, in accordance with applicable regulations, STAIN may also open a Postgraduate program. These opportunities are a distinct advantage that allows the STAIN "Datokarama" Palu to develop in a competitive way to meet the demands and challenges of a heavier and more complex future. From the history of STAIN Datokarama Palu which when stretched backward since the opening of filial from IAIN Alauddin Makassar (faculty of Tarbiyah and Ushuluddin) in 1966/1967 and STIS Datokarama in 1995, then STAIN Datokarama Palu was actually 40 years old, mature in the execution of duties and functions. Therefore, the life of the campus insha Allah should be able to show maturity in all aspects, both in the field of teaching education, research and community service and student coaching. Some of the pioneering leaders, faculty leaders and past STAIN leaders have been very meritorious in laying the foundations, and developing IAIN / STAIN, so STAIN Datokarama Palu can develop, among others: Abidin Ma'ruf, SH., Drs. Abu Naim Syar, BA, Drs. HM Ridwan, Drs. H.F Tangkilisan, Drs. H. Rusdi Toana, Zainuddin Abdurrauf, KH. M. Qasim Maragau, KH. Zainal Abidin Betalembah, KH. Muthalib Thahir, KH. Saggaf M. Aljufrie MA., Drs. H. Husein Alyafie M. HI., Drs. H. Bochari, Prof. Dr. HM. Noor Sulaiman PL, dan H.M Arsyad Ba'asyien MH.

The presence of STAIN Datokarama Palu as the State Islamic Higher Education Institution has been involved in coloring the Indonesian human resources development in general and in particular the Central Sulawesi. The alumni have been involved in many areas of community life, both as teachers / lecturers, employees of the Ministry of Religious Affairs and other agencies at Provincial / City / District level, politicians (city / county, provincial, national, self-employed, journalist, and religious / city / rural-countryside.

The total number up to 2006 is 2910 alumni. The alumni of STAIN Datokarama Palu are always together with the government and the people of Central Sulawesi in every development undertaken. The current situation has been through a long process, every leader of the period to period remains constantly struggling for the improvement of Datokarama Palu Institute. Therefore, until now STAIN Datokarama Palu has several departments and study programs that exist.
